A stupid or ineffectual person: Someone who (sometimes unwittingly) by speech or action demonstrates a lack of knowledge or misconception of a particular subject or situation to the amusement of others.
1980s: of Scottish origin, perhaps an alteration of numbskull, with the ending remodelled on the pattern of Humpty Dumpty.
